However, I think we can make a reasonable exception for a motor assisted e-bike where the primary power is human and the motor is only an assist. My logic is based on a duck test of sorts. If the e-bike operates at speeds typical of bicycles, ie. 10-17mph then it's enough like a bike to call it that.
I think this raises the right questions. What is the goal of the regs and why?
