The co-op possibility might be worth pursuing. Given this is for a specific organization (a kids' camp), it might well be that a co-op which has all the tools and some fairly motivated labor could be willing to do a "camp special" fix-it session or two, to whip them back into shape. They're inoperable, currently. So even if they were left with a co-op for a month, and even if it took tossing in a few $bucks to cover replacement parts that'll likely be needed, it might be well worth the effort. (Uncertain what specific options any co-ops near you might offer. But putting a good-sized batch of bikes back into operation might be something they'd willingly assist with.)
