Tire clearance between the frame and fork is the key. It isn't very safe to have paper thin tire clearance, I have seen a case where a friend of mine was running tires with minimal clearance and a twig was stuck to the front tire tread and jammed when it reached the fork. My friend went unexpectedly over the handlebars and ended up hospitalized.
