Carbon assembly paste makes sense on a seat post, where the clamp force has to resist the rider weight pushing the seat post down while remaining low enough to avoid damaging the carbon shaft. The stem/steerer interface doesn't really experience that level of force, unless you're going "full gorilla" trying to twist the bars off
