recommend 32 if you have the clearance (and actually prefer even wider)

I ride a large number of paved mup trails - ridden same trails with same bike fitted with 28 and 32mm tires (same tire) - prefer the 32 over the 28

there is a slight weight penalty - but in almost every other area the larger tire is an asset … rolls as well or better … more comfortable (with reduced air pressure) … better braking, cornering, handling … better flat protection … the bike is more versatile with the wider tire … reduced aero efficiency - ? - but barely or not an issue for most recreational riders

when the surface (pavement etc) is coarse / rough / compromised - the scale tilts even more in favor of the wider tires

unfortunately many older road bikes will not accept larger tires (including 28mm)
