I'm probably late to the party, but Cornelius Pass isn't bike friendly at all in that direction. Headed back towards 30 is fine 'cuz it's all down hill, but there is no shoulder on either side and going up just isn't worth the risk around the blind corners. There really isn't a good way to steer clear of Portland that I've found.
