Why I said "suggests." You'll never know until you turn it. And you'll never know what's underneath until you take the dust seal off. And even if it's a radial contact bearing, he's already said that there's side play. Which is why Hollowtech II cranks use an adjustable end bolt, and GXP uses a wavy washer. Regardless of the type of bearing, the idea is to simply apply enough tension to stop the sideways movement so the brake calipers can be correctly aligned and the wheel rolls true.
