those aren't "washers".. they are v-brake pad pivot cup/cone sets that will allow more careful alignment of the pads to the disc... and may not be needed with a correct adapter and proper setup.
the cup and cones shown add a little over 5mm to the caliper's height, relating to the axis of rotation.
