DT Swiss spoke tension clarification

DT Swiss ERC 1400 Dicut
Spokes DT Aero comp straight pull T-head BLACK 2.0/1.25 x 287 2.3mm wide DB
All spokes the same thickness except for length.

Maker's tension spec for disc brake
Max. permissible spoke tension of higher tensioned wheel side
FW 1200N RW 1300N
Min. permissible spoke tension of higher tensioned wheel side
FW 950N RW 1050N
Average spoke tension of higher tensioned wheel side
FW 1150-1000N
RW 1250-1100N

Spoke tension was measured with the Park tool and using the closest spoke readings from the chart. Just indicated average readings for the discussion
FW left 740N
FW right 530N
RW NDS 500n
RW DS 820N

I would assume the maker means that the high tension side on the front wheel is the left side where the disc brake is, and the high tension side of the rear wheel is on the DS.

I was surprised by the inconsistency of the tension of both wheels considering runout and side-to-side truing was not as close as I would expect from these quality wheels.
Any suggestions welcomed.
