There's no shame in swapping in a new wheelset with new hubs, or just newer hubs with the same hole pattern and diameter to do a direct swap and truing. The bike will ride just as well. Even low-priced aluminum hubs will have basic rubbery seals. Most newer hubs are more cylindrical profile in the center, but I'm sure if you look, you can find ones with a more traditional taper profile in the center.

It would only be more difficult if the rims are 27" and not 700c.
