UPDATE--I did the super glue and spacers trick. I put as much torque on the bolt as I felt safe without snapping the bolt off. It worked, to a degree. It's snug, but I'm not sure if I put a bottle cage on it if I won't have the same problem again when I go to remove it. Since I only need the one cage anyway, I put a couple of bolts in the holes to keep water out for now.
