If you are including rail trails vs. only roads, my wife and I recently did a supported tour in Wisconsin with Wilderness Adventures that included Madison and La Crosse.

All were doable on road bikes but all the rain in May/Jun definitely caused some flooding/mud issues - I was glad I had 35mm tires.
