The decals look like generic die cut letters and the lack of a head tube logo to me screams someone did these letters themselves. I wouldnt be surprised it that bike has been painted with a rattle can. I was thinking it might be an old Lotus Aero or Araya Aero but the head tube is too generic.
Tsunoda or Lotus are my guesses. Both those makes had a cover to hide that unsightly gap where the seat post inserts. Lack of a rear derailleur cable stop indicates it probably had a Dura Ace AX rear derailleur, with the dropout mounted cable guide. Certainly repainted, at which time I'm guessing the aero fairing was removed from the back of the head tube? Just some wild guesses...
