I hammer the mounting loop to make it flat like a washer.The ones I have are from about 1972.
It doesn't matter what direction you install them. I've done it both ways, makes zero difference. It's a tire rubbing past a piece of wire. In fact, most people installed them the way I have here. I've also seen them mounted on the ends of fenders, on the chainstay bridge and on the caliper side of recessed brakes.
