I forgot to say; beware any 700c or 27" frame small enough for you, they are a lie. there is just so much you can shrink a frame with that tire size so manufacturers cheated; they didn't make the bike smaller, they raised the bottom bracket. the end result? A bike that is every bit as tall as the next size but because the seat tube is shorter (thanks to the bottom bracket being higher), they could fraudulently claim it was a smaller frame.
I agree 700c/ 27" frames rarely fit people near your height. I built this for a similar height friend to complement a 15" mountain bicycle turned hybrid. My wife is also similar height and my visual clue for is if the top tube is much taller than the rear tire, it will not work. She prefers a 28.5" or less stand over height.
Seat post was raised so I could attempt to ride the bicycle.
