Especially when absolutes (such as always or never) and/or generalizing (such as crap or the best) are involved. Most things are relative and are usually best when weighed against expectations.

To the OP: it is true that stock wheels usually aren't as "good" (strong, reliable, provide your own metric here) as aftermarket wheels or those built with nicer parts. The same is true of your stock seat, stock grips, stock pedals, stock tires, etc. In general, stock parts are usually good for most users most of the time, but there are times when the balance the original manufacturer struck (in cost vs. performance) just doesn't work out for you. Wheels and tires are often good places to start when considering upgrades, and that's where I'd focus with this. Given the good advice already provided regarding hub sizes, I'd justify this to yourself as an upgrade for lighter weight, cosmetic appearance, etc.

Assuming they're straight, 35 bucks for a pair of decent wheels with a brand name is probably a good deal.
