I disagree. Just make sure there is no cracks in the frame and the derailleur hanger is straight and the threads are good. Just put a singlespeed cassette cog with spacers on the hub and useva derailleur mounted chain tensioner. It is obviously not good for fixed gear, but fine for singlespeed. The newer aluminum frames are better if you really want to put the power down and mash up hills as they are stiffer and lighter, but old steel frames are more comfortable and stylish.
