My 7400 bike was running loud the other day - turned out the indexing was slightly off. You could see the pulleys weren't centering under their respective cogs. I could see how pushing the pulley closer could mitigate that if the indexing is off a bit.

Check the indexing visually.
Hi again and thanks to everyone for the contributions. I've tried reindexing using the app and no amount eliminates the noise. Interestingly, the sound isn't present on the highest gear (12) but only comes on the 9/10/11. The hanger doesn't look bent, but I may invest in a hanger tool anyway. Because I'm at a loss, I may end up replacing the rear derailleur.
