Schwinnista is the resident guru on handlebar extensions. Magically he can extend the grips forward, changing the basic geometry while leaving the corresponding lever-arms and resulting torques unchanged as if nothing has changed. Uncanny!
OK, let me make a suggestion. Adjust the clamp such that the nut is tighter so that you develop the same clamping force before it snaps into the fully folded position. This costs you nothing to try. I did mine just to see if works. See pic below

Even though it is partially open, it is tight. I would adjust even lower so it is tight when it is very close to hitting your bar. I would also move the phone. Consider a small auxiliary bar the fits on the handlebar.
Now back to Ron. Unfortunately there is nothing I can do about the matter. He would rather look smart than be smart. He is capable of understanding this but winning an argument is more important to him than understanding.
