Not replying to you here, but 1 bike length is definitely still drafting.

if I have an unsolicited person within 10' who:
1. follows my increase in speed, as reported post #1.
2. refuses an elbow flick to pull thru,
3. Ignores a hand signal to slow,
4. Sucks for 1.5mi per post 1,
then that wheelsucker is rude, unwilling to pull, persists in close following - if I feel intimidated then Yes, a water bottle slipping out of my hand is mild compared to braking and sticking a pump in their spokes. Rudeness should be rewarded.
