No, it doesn't (the illustration is correct).

Tire radius (loaded) > Patch radius (loaded). <<== what we are both saying.

The circle (with the tire radius) is larger than the circle with the patch radius.

The illustration shows the two circles (the patch circle is smaller and inside the tire radius circle).
