Congressman Earl Blumenauer (D-Oregon) was fighting for bicycle- and pedestrian-friendly public infrastructure since his time in the Oregon state legislature, and that passion was brought to Washington in 1996 after he was elected to represent Oregon’s third congressional district in the House of Representatives.
