It's not a quality control issue if they're all within the design tolerance.

The critical dimension of chainring bolts is the diameter of the nut side (excluding the head). Unless things have changed, the counterbore of Campy chainrings is generously large, leaving plenty of room for the bolt heads, so that dimension isn't critical.
