First picture that shows up for me of Virenque in 1995 has him on the same frame with 36 spoked wheels though.
With what looks to be an 8S Dura Ace STI on the right and a down tube shifter on the left.
Frame size and stem length not too dissimilar to be fair but Richard's fork is much nicer

Looks like a nice frameset all the same, Neuron is fantastic tubing.
Still I don't think there's much added value there without proof of provenance and you have to ask yourself if there would be even if there was?
