We have such a 2-lane road leading into our development (about 1 mile). Years ago, the state highway authority asked if we wanted shoulders for bike access and the idiot HOA president said no, we don't want it (he did this on his own without consulting anyone else in the community). We are still trying to get that fixed. Numerous people in the community still ride it, despite the lack of a shoulder. Once you get past that 1 mile stretch, there is a reasonably nice trail you can ride (that gets crowded in the summer).

My wife won't ride on it. Personally, I find it easier to just ride Zwift and not have to worry about this, but not everybody has that setup. It is either that, or deal with the hassle of loading up the bike on the carrier and driving somewhere I can ride.
