I am not suggesting that you have to, just that it's the easiest method for me when setting up new components. I'm already putting on new cables and a chain so why not?
Nothing wrong with that and I think some mfrs. recommend doing it that way when mounting their derailleurs. For me I can never eyeball it just right and usually need to make some micro adjustments while shifting the gears in both chainrings and while cross chaining. Whatever works is fine IMO.
