the chains have built in flexion... when that is overcome by tension, the chain tries to derail when they move in a reverse direction, with no derailleur to guide it.
i work on a lot of kid bikes with short stays... and the kids Love to backpedal...
the wheel probably rolled backwards while you positioned it for the pic.
i voted "too tight", BTW.... in lieu of a pic with the bike shifted to small.

That's right. When I started this thread, I was actually thinking of taking out two more links as the RD still has slack capacity, but now I am staying put at 114 links as shown in the image for I may add a larger chainring, up to three additional teeth, at a later time. It's all good as it is for now. This is what it looks like with the RD at its lowest position, yes, a game of compromises.
