It's a major 5/6/7 lane stroad with 2 stadiums and a college.
Obviously they need pedestrian reeducation and maybe an elevated crossover. The Las Vegas strip has lots.
Here they put in a few 3rd phase lights for only peds, that lets cars turn safely.

And WTH is with all the STUPIDLY dangerous curb median notches every 12 feet at block 22 on Sutterville Road??
Imagine getting squeezed into that at 35 mph. No wonder people are dying in droves.
