If that bike looked good on inspection (and at $200 it deserves a close inspection), I'd probably buy at $200 if I had space and wanted a Superbe. I agree it's not a "bargain", but $200 is not what it used to be either... The question is how it does on inspection and whether you really want or need another Raleigh 3 speed.
