The seatpost I have in there measures 27.0 mm, but always thought it was 26.8mm(). It did slip a bit, so I shimmed it. I believe it to be a late 80's frame & it is 531 Spl Lightweight tubing...

Mine is like yours. Serial # 803542 on top of seat lug. no lug lining on mine. I was never positive the year - '78? or '80?
I love mine. Size is perfect. not the stiffest in this 59.5 X 58.5cm size. a joy to ride, where 52/42 -12/26 is fun.
