That was Billato's thing really in that era though wasn't it, custom service for many brands. They must have had a decent pantographing department, both in size and efficiency, given the volume they did. The fact their frames are great probably helped with longevity in the steel frame business. Brake bridge is consistent with Billato practice I believe.
