I can believe it. I rode at an angle between Sweetwater Station and Jeffrey City. WY. While walking from the motel to the cafe, I had to lean heavily into the wind.

A member of our Northern Tier group had previously done the Trans Am route. He described peeling sideways in KS. During the NT trip, I sustained 32.6 mph on my heavy arse bike while heading east on the flat High Line in central MT. Finally had to dial it back to 28 mph. Fastest flat 20 miles I will ever do.
