In my recent experience this is due to tires that are tubeless ready or only offered tubeless ready. (mavic MA40 rims) So if you look for tires that are not tubeless you might have better luck (Conti used to offer GP5000 in tube and tubeless ready versions, Rene herse tires, older gravel kings(not most recent) )
