How about the frame? Are you sure the brake bridge hole is straight. Could the center post of the brake be bent? Is the center pivot tight? It adjusts like a hub. Is the wheel aligned to the frame and centered under the brake bridge? What happens when you use a long mounting bolt an put the caliper in a fork? Are the brake pads at the same level on the arms. A lot of things need to be straight to make the arms parallel.
