On e good thing, is that with the tubulars you can "upgrade" to clinchers with no major issues involved.
Again a great find, Best, Ben
That's my plan, restore with character. Only a few spots on the frame that I'll touch, just where the underlying chrome shows through at the chain stays and forks, spots about 1/4 or less. I've had a lot of Pugs, and that paint doesn't bode well for matching. It's not really metallic paint, and it's not really a candied over paint, but some unique sort of 2-part process. Every match attempt I've ever done, shows as a more flat finish.

The tubular choice was easy, spokes were shot, so they're getting rebuilt anyway. Never had tubulars, never want tubulars. Found some very nice Rigida AL-1320's, a little skinnier than stock, and using DT Swiss 14ga spokes. Tires will be Panaracer Pasela's 700x25c.
