Sorry, I mean to say cable is not attached to the shifter.
when cable is only attached to the shifter, I need to hold the cable and apply some tension as you said. If I don’t hold the cable then shifter don’t work properly and the cable pop out from the shifter hole. I only replaced the cable not the housing as I don’t see any issues with the housing as cable moves fine when I move the cable during its replacement.
derailleur also moves when I pull it with hands. I can adjust it movement with the limit screws. I can also move it when I apply some force with my thumb on the point we normally attach the cable.
i am also removed the derailleur from the frame cleaned it with WD40 and applied lubricant, I don’t see any visible damage to it.
When I put everything back, I aligned the derailleur to keep it parallel with the chain rings and make sure it is not too high from the largest chainring. I also pull it towards the largest chain ring with my hand and then adjusted the lower limit screw to make sure the chin is not rubbing with the derailleur (chain on large cog in the back and small chain ring in the front). I the attach the shifter cable.
when I up shift, no issues but when I try to down shift it get stuck on the largest chain ring. I have tried these steps 10 times but same result and no success. I feel stuck. I think I need to take it to my LBS but then wondering if I have to do every time when I have a problem. I want to learn and fix my mistakes so that I can adjust my bike by myself rather than taking it to the mechanic all the time.

If not attached to the derailleur but still attached to the shifter, if you hold tension on the bare end of the cable and can shift up and down smoothly to all 3 positions, then I think your problem is clearly not the shifter and something is binding either the cable or the derailleur.
With the cable off, can you move the derailleur smoothly through its full range without sticking or binding?
If no, then your problem is the derailleur.
If yes, then your problem is somewhere in the cable.
Have you checked all the cable guides to be sure nothing is binding?
You said you changed the cable, did you also change the housing?
If yes to both of those, then I am also stumped.
