This happens all the time where I ride - well, maybe not equal ground speed and tail wind, but similar. For me, 15mph is the point when I move my hands from the curve/ramp onto the hoods, so if I felt no wind in the face at all, I'd probably just stay on the ramps. But if I was on the flat with no wind in my face, I'd be going faster than 15.
