I think the answer is don't tour somewhere cold in the rainy season, like here and now, 48° and pouring. That's not going to be fun no matter how you're dressed. Yeah, I've tried waterproof and always got overheated and sweat soaked. Gotta have some way to get rid of the body heat. I'd say, wear what you have experience with. As is usual, experience is everything.
