I think it makes more sense that the frame untwisting returns the force through the BB and pedal to the food of the rider, but I sincerely doubt your average rider would notice anything, because the degree of twisting is pretty small unless you're standing on the pedals.
If you mean that the front of the bike slows in relation to the rear - of course. But since the momentum is largely in the rider and front of the bike, it isn't really important. Momentum is also the thing that makes it that your speed isn't changing much as you go from power stroke to dead zone - but also is probably slightly measurable.
