Just a classic white paper tape, it is fairly thin and quite protective, resilient to be scratched off. But it might be just too much to turn those corners.
why make a not-fun job less fun?
i've found removing the old, built up glue helps getting the bars out...

when done carefully and correctly,, the bars will come right out.

and the wider the stem's clamp is, the trickier things get.

adding tape will use up valuable clearance.
