Wouldn't recommend it for anyone. A bikes most powerful brake is at the front however a bike should have brakes front and rear. The only bike that doesn't need brakes is a track bike and when I say track bike I mean a bike specifically on a velodrome not someone who bought a bike for the track and uses it as a poor road bike. Traffic is completely unpredictable so having proper brakes front and rear is important. Skidding is never a good thing you wouldn't do it in your undies and you shouldn't do it on your bike.
In an absolute emergency situation I would rather have a brake just at the rear than nothing but I would rather just have the front brake if I had to go one brake only but I would never want to do that except in some weird emergency situation.
