While for lateral correction you might be moving a nipple a quarter turn, and the one next to it a quarter turn in the other direction; you'll typically want to move a full turn on two spokes and a half turn on two more for radial correction. Once you have improved radial runout go back and correct lateral movement. Rinse and repeat. I like to use something that I can hear* when it rubs on the rim - I find it much easier to listen for rubbing than watching a small gap.

* A small Allen key and a magnet on a steel frame, a long bolt in place of a brake block, a plastic pen and zip ties ...
