A new custom frame. There really isn't a lot going on with seat tube angles on production bikes.

But I would think that there is some combination of shim and seat post diameter that could be made to work. It isn't like the stated shim conversion sizes need to be adhered to - the important thing is the shim wall thickness. And you could always sand the shim down by .2mm. Or simply make one from sheet stock.
