You don't need to remove the axle; just the locknut and spacer, so the tool will seat in the freewheel body. Many hubs intended for those old "boss" freewheels have a second locknut behind the spacer, so when you remove the outer locknut and spacer, you don't lose your bearing preload adjustment.
