Thanks for all the replies. Why do I think tubulars are safer? Well, I ride with former pros who tell me that clincher rims heat up when braking and that the added heat can cause the tube to blow. This then leads to the tire coming off at high speeds which is bad. From what I've been told and read online, tubulars rarely roll while tubes blow on clinchers from heat somewhat regularly. Granted, I'm not descending the Alps, but my biggest fear (aside from being hit by a car) is having a tire blow during a fast descent. Plus, tubulars usually stay after they puncture.
They also tell me that glue overheating on tubulars is just a myth. As for Beloki and his TDF crash, I believe Leonard Zinn analyzed that crash in detail for VeloNews and concluded that it wasn't a result of tubulars and that it would have been just as severe with clinchers. This was in a Q & A portion of the magazine because that crash sparked a debate about whether or not tubulars should be banned for safety reasons.
