Actual annealing would be unlikely. Long torch heats are just going temper the steel down significantly or change the hardened sections back to pearlite instead of stronger quenched martensite.

One thing a hardness check probably wouldn't show is tempered martensite embrittlement, which happens if the temp is too high for too long during a temper cycle. But I doubt bike steels have enough carbon for this to happen.
