That Victory group set is under appreciated. With a little hunting, you can get inner chainrings as small as a 35 tooth. Miche makes them and you can find new ones in the European sites like Lordgun and Bikeinn.
You should have clearance to run a 700/32 tire like a Gravelking. Seems like it would be an ok Cino choice set up that way.
EDIT-I goofed on BCD which is actually 116 as pointed out below.
Not only can you get some smaller chainrings, but the Victory rear derailleur is designed to take up to a 30t freewheel cog. So you could get some pretty low gears - especially if you accept running a chain too long that goes slack in small/small.
