There are leather brake pads for better stopping chrome rims in wet weather. They work better than rubber.

Yeah, those were those Raincheaters I mentioned above. They were made by Fibrax in the UK. You can occasionally find 'em on eBay. Better than rubber on steel, but nowhere near as good as rubber on alloy.
