Many aero wheels have 20/24 spokes. Some even less. Of course, they were made for such low spoke counts.

You just need to tighten/loosen the other spokes until the rim is back in true. This will, however, cause the wheel is be unevenly tensioned (you'll also have a much harder time truing it radially), and will become untrue more frequently, not to mention the greater risk of breaking other spokes.
