Please see below pictures. I've removed the tape and cleaned the bars.

How do I go about installing new hoods, and how do I remove and attach the cables? And do I put the bar tape on before or after?

I am thinking about getting new brakes, you can see they are quite old, but I will need to install and replace the hoods/bar tape regardless.

If you can use plain language this would help, I am not a bike mechanic.
